Former U.S. Ambassador to Egypt and Israel Daniel Kurtzer and Canadian Ambassador Michael Bell found a solution to how to divide the Old City of Jerusalem, which "is too small, too densely populated, too architecturally linked," to split. Don't do it.
Instead they propose an alternative:
Construct a special regime that defers the issue of sovereignty and instead focuses on how to administer and manage the Old City with strong third-party participation.
